opensim bug -- persistent permissions problem

Description
items copied from osgrid back to hal,
even in an iar,
when allowed to be copied by other folks,
they come up with these messed up permissions of
no copy no transfer no modify
even though the original is marked as copy transfer modify.
it happens bizarrely even when fred has gotten the iar
back to hal,
unpacked all the objects, all the perms look good to him,
but then the damned things are no perms when a user
takes them as freely copyable objects.
what the hell is going on there?
